RI Govt allocates Rp62.5 billion for transmigrants' land rights

Jakarta (ANTARA) - The Ministry of Transmigration (Kementrans) has allocated Rp62.5 billion (approximately US$4 million) for the Trans Tuntas Program this year, aiming to expedite the issuance of Land Ownership Rights (SHM) for transmigrants.

Minister of Transmigration M. Iftitah Sulaiman Suryanagara stated that the initiative is designed to offer legal certainty over land ownership for transmigrants and address a range of land issues in transmigration areas.

“This year, we have allocated funds from the 2025 Additional Budget (ABT) to finalize the issuance of land ownership rights for transmigrants, amounting to Rp62.5 billion,” he remarked here on Monday.

He noted that transmigration areas in Indonesia are currently grappling with overlapping land disputes, especially with forest areas; conflicts over land use rights with plantations; and ownership disputes with local communities.

To address these challenges, the funds will be utilized for the inventory and rapid issuance of Transmigration Land Management Rights (HPL), speeding up the certification process for SHMs, as well as resolving other land-related conflicts.

In addition, the allocated funds will cover expenses for forest resource provisions, reforestation efforts, and the installation of land boundary markers in transmigration areas.

Iftitah also revealed that part of the budget would be utilized to resolve land issues in Natuna District, Kepulauan Riau. His ministry is required to pay around Rp3 billion (US$195 thousand) to the Ministry of Forestry to settle ownership rights over transmigration land in Natuna.

"In December last year, we attempted to negotiate the payment, but the Ministry of Forestry insisted on the charges,” he explained.

“Since we did not have the funds at that time, we are now expecting the ABT to be disbursed soon, and we will allocate the money for this land provision," Iftitah stated.

The minister also called for support from Commission V of the Indonesian House of Representatives (DPR), which oversees infrastructure and transportation, in negotiating these land fees.

He emphasized that the burden of these costs should not fall solely on the Ministry of Transmigration, especially since the Trans Tuntas Program may require more funding due to an increase in the number of reported land disputes.

"As we open up the program and receive more reports, the issues have become more complex. We will recalculate the budget and report the total costs to Commission V of the DPR as soon as possible," Suryanagara concluded.
